I ought perhaps to add the obvious reflection that even the Shing Mun scheme at its maximum development will only supply a limited amount of water; and that, if the expansion of Old Kowloon and New Kowloon is as great as I expect, the whole Shing Mun supply is likely to
be needed in years to come for the mainland. On the other hand, it is quite possible that the population on the island may remain relatively stationary and in that case the Aberdeen scheme might almost, if not quite, solve the problem for the island.
